Setting aside the important difference of first cost, it is undeniable that a piece of the Metropolitan Company's pavement, once removed to make way for gas or water-pipes, can never again be laid down as it was originally placed; that is to say, the fastenings or dowelling must be partially destroyed before any part of the pavement crust can be lifted; and even with this disadvantage, the expense and trouble of removing and relaying it are very great.
